The 20% Local Content Law That's Changing Everything

If you haven't heard about Zambia's Statutory Instrument No. 68 of 2025, you need to pay attention .

Effective January 2026, this landmark legislation requires all mining and mining-related companies operating in Zambia to allocate at least 20% of their annual procurement budget to local Zambian companies within six months (by June 30, 2026) .

And it doesn't stop there. The requirement escalates to:

· 25% within one year
· 35% within two years
· 40% within five years 

What's more, procurement of non-core mining goods and services (which includes mining vehicles and equipment) is exclusively reserved for local companies .

Penalties for non-compliance? Fines up to ZMW 400,000 (approximately $17,690) plus ZMW 20,000 ($885) per day the violation continues . And company directors can be held personally liable.

Speaking at the Mining Indaba 2026 in February, Zambia's Minister of Mines, Hon. Paul Kabuswe, reinforced the government's commitment: "The true benefit of our mining sector extends beyond direct revenue; it lies in job creation and the development of a robust local supply chain."
